Ex cops and former/moonlighting staff of programs do this. There's no sort of licensing required, just some paperwork, so anyone who doesn't mind, or gets off to, terrifying children in their beds at 2 am can just do it.

Torturing people does not make them good people. Torturing people does not make them bad people. Torturing people makes the torturer a morally repugnant monster and it breaks the victim, making them unable to regulate themselves to the point they often struggle to hold down jobs or maintain relationships.
My brother in Christ, your entire logic is "something something suffering blah blah blah kids *hand waving* they'll turn into model citizens if they're made to suffer for some reason." They won't. They'll be fucked up and likely worse, but maybe they'll act out in a different way. There is not a shred of evidence anywhere that torturing kids fixes them. I don't know where the meme of "hard/tough/character building/blah blah blah" came from and how it lingers but it's bullshit. If you want good kids, they have to be raised right.
If you still struggle with this, consider if I tortured you for 15 months. Would you thank me and be a model citizen or would you seek revenge? Why is a kid somehow different?

I still have no idea how that institution is still legally able to operate…people who run a place such as that must take joy in torturing the disabled and the vulnerable. I can’t believe I have to tell people that shock therapy is still used on patients who don’t consent to it…fucking barbaric.
What's scarier is a lot of people just dehumanize 'inmates' and 'patients' and treat it about the same as a slaughterhouse worker treats putting a captive bolt or an electrical stunner to an animal's head. That, or you get the lingering nonsense SpergioLeonne mentioned that somehow, despite it not working on the person suggesting it, torturing someone, generally younger than the person suggesting it, "just fixes them" without fucking them up, or making them fake it until they can flee or stab you in the dick.
