Thanks for the details! I had heard of several cases of absolutely ridiculous "non-crime hate incidents" before (like that elderly lady who just took a picture of a sticker, the article said it was "recorded as a 'non-crime hate incident'". The article also mentions Harry Miller, the guy from the case in your quotes). So I was just wondering how plausible it is that they actually put it on file with JKR's name attached or something. I assume they would have to inform her about that? With that said I reckon Willoughby's lying. If the police were dumb enough to slap a non-crime hate incident on Rowling she has the money to find that out and fucking crush it. That India's claimed the police said "oh it's all the mean Conservative's fault" while plausible is incredibly unlikely for a row like this where the officers know their stupid remarks will be repeated.
He only says "it meets the threshold of a NCHI" and "a record has been made", but that could mean anything, that's why it sounded suspicious to me.
Though overall I think for trannies it does not even matter if this record exists or not, because the tweets are enough for them. If an innocent normie is now asking "But show me where JKR actually said these horrible transphobic things", they will pull out these tweets and be all "SHE CALLED A WOMAN WITH ALL HER WOMANLY DOCUMENTS A MAAAAAAAAAN and then everyone did the same and they laughed about it" and that's it. No further discussion allowed. You can already see how he claims that she opened the floodgates to a "misgendering" spree.
