The Internet, up until about 2012, was a very large and important economic backbone to the country that lawmakers were afraid to touch and alphabet people didn't understand. It was huge, international, complicated, and mysterious. When Occupy Wallstreet genuinely threatened to heal racial divide that Obama worked very hard to open up, and even more dangerously threatened to put the spotlight on the rich, they needed to fix it.
They couldn't just "shut it down". Someone warned them that the Internet was very important and trying to fuck with it would hurt the US's culture export more in the long run, than would help in the short run (see: China's limited culture export despite being the #1 economy, because the Great Firewall went up before there was even widespread Internet adoption in the country).
So how do you terminate a headless, decentralized, grass roots political activist movement without just censoring the Internet or forcing people at gunpoint to disperse? You inject fags. You make it not about equalizing the already enormous and unprecedented wealth inequality in the US (which has only grown unchecked since), but about 'equity' and making sure blacks get more than whites because they need it more, gay marriage, and abortion, and all this other retarded shit.
Thus, your laser focused goal of reducing wealth inequality (which threatens the banks that own the Federal Reserve and by extension the entire world) spreads out and dilutes until nobody cares enough to keep going. They just stay at home so they don't have to listen to some dyke sheboon cry about slavery or whatever the fuck.
In GamerGate it was a similar test but the government knew what they were doing. Unlike with Occupy Wallstreet, there was no organic media attention that was sympathetic, and they learned how to use Wikipedia and other major trusted sources to solidify their grip on narratives.

What they really don't want this time around is another 8chan to spring up and cause problems like the last one did. So any attempts to organize this centrally will fail.
