It would be cheaper to spend several million dollars a year hiring a team of specialists to personally inspect and steer every ship that leaves port than built a bridge that could resist that kind of impact.

You totally can build a bridge that is immune to this, you just make sure the ships cannot hit the piers, by building artificial islands around them using riprap and such. It's annoying and expensive, but it's not terribly so.

However, the nasty ships have another angle - they can go taller and hit the bridge in the span which is more rare but still possible if you leave the crane up.

You could make those as big as necessary if you really wanted to. It's probably not worth it overall.

The whole point of the Key bridge was the space between piers was 1200 feet, so wide that it took 50 years for something to finally hit it.

If this was like a regular side street bridge over a crick then the city would be the lead entity, but something of this scale and federal funding sources is going to be led by the state.
