I don't usually believe in conspiracies immediately (though I don't discount them flippantly), especially when simple "flocking behavior" or "convergent behavioral evolution" explains it just as well. No secret illuminati counsel is needed when a bunch of people have similar goals and exist in similar circumstances, in this case a bunch of midwit paper-pushers want to turn administration into a tool that steals power from elected officials. A lot of these deep state types are in it for their own power and whatever seems like it will preserve their status quo in the system, which appears to be as much usurpation as possible.

If you aren't familiar, flocking behavior describes the way a flock of birds, or school of fish move around in seemingly coordinated ways, but are not actually centrally led. Every bird or fish acts autonomously, but they all have the exact same set of rules which causes the flock behavior to emerge. With simple rules, the flock moves in an extremely coordinated way, creating complex motion and interaction that appears to be centrally coordinated.

With similar principles, you don't need a grandmaster Mr. X to lead an entire group, each member is acting undirected - but with similar goals and behaviors that create the appearance of coordinated and directed action.
