I kinda disagree. The specific actions that led up to Puff dying were Cobra's fault, but he never should've had Puff in the first place. If you give a small child an animal you know they're unequipped to care for and the animal dies, whose fault is it? Cobra's operating on that level mentally. Homefelon Ian should've been smart enough to realize that Cobra is totally retarded and was never going to do a good job.
