I refuse to take Japan seriously as a country. The place is always just weird for me and sometimes borderline horriyfing. This is one of the less harmful things going on there though.
That being said, it might just be that I am more used to the western brand of madness and not the japanese one.

I'd say they go further. The FBI straight up provides the guns, ammo, and equipment for mass shootings and nudge those shooters with direct contact. It's not like they can say No. The FBI isn't their friends.
