I mean, the problem with them having combat rules, is that these guys are never supposed to leave Big Es side and defend the palace like crazy if we go by the logic of those who care about "da loooreee". But, apparently its all fine that they suddenly get to bounce around various planets and fight against other factions? But from the gameplay side, I dont like the Custodes because of how much bad BS they had due to their stand stuff.

They fought beside the Emperor during the Great Crusade so yes, it would make sense for them to have combat rules at least prior to the Emperor's ascension to the Golden Throne. Then Guillimon's return saw them assigned to the authority of Roboute and some of them became his bodyguards as well. Between the Emperor's ascension and Guillimon's return, they served the exact function you described.

There's also another situation you neglected to highlight, and that's if the Imperial Palace were ever invaded, then they would have to fight to defend the Emperor.

The fact that the Emperor's bodyguards weren't playable for so long was a crime. They should've had a greater role as far as I'm concerned. Hell, if they're the Big E's primary servants, then they should still be operating. Even if it's just in Terra, I'm sure there's tons of Imperial traitors, schemers that would muck up the system, or even Chaos cultists within the sacred world that would warrant a good decapitating. Maybe the Emperor's spirit would bid a few of the Custodes to do certain tasks around the galaxy, like say, killing some powerful enemy psyker, or leading a chapter of Space Marines to recover an important STC. Basically, have them do jobs that the Imperium ABSOLUTELY cannot fuck up. Kind of like how the Royal Guard worked in Star Wars where the Emperor would send them out to kill the odd Jedi or guard some important ally for the Emperor.

If it were up to me, I'd have the Custodes consider Terra to be their domain and have all the armed forces within the planet ultimately answer to them prior to Guilliman's return. Along with some paranoia over Space Marine defections to Chaos, they'd force every Space Marine not currently serving in the planetary garrison to surrender their weapons upon entering Terra's airspace. Say a group of Imperial Fists found something important and they're bringing it to Terra; the Custodes would send a man to confiscate their weapons and escort them to the Palace. They won't get their weapons back until they're on their way out.
