I thought that complex thought was a requirement to be considered a non-impaired member of our species, Homo Sapiens. If that is the case, then either Pat is not a member of our species and is indeed some type of degenerative subspecies of Homo Sapiens, something akin to Homo Sapiens Suis, or he is indeed fundamentally mentally impaired in some fashion.

As has been discussed many times in this thread - Pat is almost certainly the result of illegal pig/human hybrid experimentation. Not only does this explain his appearance but also why his brain doesn't function at fully human level. Scientists have been working to get to the bottom of his origins but have yet to fully understand how such an abomination has come to be.
