Mandated reporters are mandated to report. It’s a lower bar than it might look, though. Seeing a Nick stream could do the trick, and it could be basically anyone who draws a check from the taxpayer or is covered by your insurance
The only caution I would give here is that someone might have summarized their police report as "Mandatory reporting" because they have a colloquial idea that's what it is when you report child abuse, or deliberately misrepresented themselves in making the report. I don't know if the reporter or the officer taking the report comes up with that little summary (EDIT: On reflection I realize it was in first person so that has to be a statement made by the reporter). I lean towards it being a genuine mandatory reporter.
