The report says it was called in at 0839. That's a school; those are arriving-at-school hours. That's a "a kid turned up visibly injured or very distressed" call by a headteacher.

Since the report was filed about a week ago, I wouldn't put too much stock in the time of arrest. The cops just showed up at a time when they'd probably be home and they could sweep everything up.

Abuse/neglect doesn't need to be explicitly divulged to the mandatory reporter, if someone notices changes in the children, like malnourishment, that's enough to go to the cops with. Given how often the children are around the people at church, changes would most definitely be noticed.
