ETG alcohol tests are tricky to fail.. BUT, if he's on stream drunk they'll order him the next day and I'm sure he'd fail. I don't think they can technically bust release over just looking like you're drunk and drinking, since it could be faked, but I'd imagine they'd certainly drag him in for a test, especially if someone reports him.
