Since this is a translation, the only part where he could actually contribute is the "Jazyková redakce a text o českých vydáních Hobita" part. (Language corrections and text on czech editions of The Hobbit) This gives his name as Sebastian Komárek.
Looks like he is a poet and one of his two poetry colletions has a goodreads page:

You can see that even though his twitter icon is a generic germanic rune, it's exactly the same as the book's cover art.
Looking at his qualifications, I can find his Bachelor's thesis and Master's thesis, but I can't find any actual dissertation that he submitted.

He has a Facebook with some photos.
There's an
interview in a univesity online magazine with him from 2019 which says he's a second year PhD student, which seems to fit in with the dates when he submitted his previous theses. I can't find any dissertation on the university's online repository.
He joined Twitter in 2020 and made a Youtube channel in 2021. He has a
Linkedin which lists him as working as English teacher at a vocational high school since 2020. It also lists his highest level of education as a Master's degree he finished in 2017. However, it might be out of date, since I can't find him among teachers on the school's webpage.
He could still be working on his dissertation, since while the expected length of a PhD study course is three years, the maximum lenght is eight years. He'd be getting no financial support after the initial three years, which agrees with him working full-time since 2020.
At the moment, the
webpage of the Department of English and American studies at his university does not list him among doctoral students.
