No judge, when faced with fairly reasonable evidence of probable neglect or abuse would want to be caught having not granted the warrant and then be held to account. Having said that, CPS are busy people, and you really don't find them influencing warrants that aren't warranted.

And more importantly, the physical findings, the results of the warrant, match the warrant, so far as anybody knows.

This is the system working as intended.

When Mandatory Reporter Reports are not given such weight and presumption of truth you end up with things like the reports being ignored... until the cops show up asking for pediatric dental records. (This actually happened to a member of my family. )
