From that document it looks like they treat repetitive no-shows as nolle contendere pleas after a while, though (unless the "citations" are for not appearing, not the driving shit).

Will this stuff eventually affect his license? In some countries you can lose permission to drive from repetitive traffic offenses, either for a period of time or until you repeat your driving test / go to "classes" where some cop recites the law at you. What's the situation in the US?
