I don't think that he's thinking about the optimal way to rehabilitate his image. This isn't a strategy move. It's an "I fucking need this" move.
He needs to get back to streaming for the superchats, and a video statement wouldn't get him those.

Even if he really is a trust-fund kid with no possibility of money problems ever, he still needs to go back to what he was doing before to show that he can still do it. He may not need the money from the superchats, but he needs the sense of success and accomplishment that running a stream and getting a bunch of big superchats gives him.

He needs to have some sort of victory that he can still cling to amidst everything else that's obviously going to shit.
Something to throw back into the faces of the detractors when they go after him.
Something that helps him save face and start to rebuild his image, and lets him say, "see, I've still got it."

Denial and self-delusion can only take him so far. It still has to be fed by some sort of occasional victory, which is what he's looking for. He has to do this.
