Alright, devil's advocate here. We don't have context. While it's entirely possible (and plausible) this is Jean and she's older and ugly than she should ever be, it's also entirely possible she is actually older than the scene from the previous shot. It could be a narrative timeskip, multiverse shenanigans, etc. I will not be surprised if she did actually get the DEI treatment, but I will also say those screenshots suggest it may be too early to be absolutely certain.

Her model is an older woman. So yeah she is like 50. The question is why? I Is it about aging heroes? That would explain Debra Wilson as Callisto. It looks like a time skip to me becaus there is a picture of a young version of her next to a young Wolverine.

AAA devs are absolutely OBSESSED with the idea that their characters need to look like their voice actors.

AAA devs do this because there is a correlation between what someone looks like and what they sound like. There's also a correlation between how a voice sounds and the facial expressions that accompany the voice.

Doing a facial mocap (or full body mocap) is dramatically easier than trying to have a third party try and match mouth movements, timing and/or facial expressions to pre-recorded dialogue.

It also is a cheap(er) way to lean on "star power" - with Keanu in CP2077, Kevin Spacey and Kit Harrington in Call of Duty, whatshis face in Star Wars, Debra Wilson in basically everything, Norman Reedus and company in Death Stranding, Ellen Page in Beyond Two Souls and so on. The actual actor just does the initial scan and facial motion capture and much cheaper animator/body double does all of the action scenes.

The useful idiots think it's good for representation but for AAA Devs it's great for the Value per Dollar Spent in production costs.

The (obvious) downsides are that while there is a correlation between what someone looks like and sounds like - all current creatures able to speak are humans, so you're limiting yourself drastically on creature types. It's why most creatures in Mass Effect are bipedal humanoids, for example.

Star Power is also distracting - it's hard to invest in different settings when the characters look the fucking same. It's not Lt. General Lyons - it's fucking Debra Wilson from MadTV, or Jedi Master Cere from Star Wars, or <OTHER CHARACTER> from <OTHER GAME> and it also tends to invite outside issues into the games (like Kevin Spacey being in CoD, or people getting remove from Yakuza games).
 
I just now realised that the bug eyed negress is a real person. In hindsight it makes sense of course, but I haven't played any of those games myself so I could have never known.
Not only is she a real person - but she's friends with Phil Lamarr, one of the most prolific voice actors of all time, which is more likely her "in" into the industry.

I would not expect anyone outside of a niche group of 30-40 somethings to know who Debra Wilson is as MadTV was not long lived.
Nepotism of probably knowing Phil LaMarr pays off.

Admittedly I do think Debra can do decent acting, but I don't want to see her face over and fucking over again.

They don't even use young Debra Wilson's face and insist on the bug eyes. She can do the bug eye thing, but that's not the default state of her face. Nor do they direct her to act beyond her boring monotone tough girl voice she does now.
