Something I'm not seeing brought up; doing the math in my head, the 2009 case would have to have been in regards to his oldest son right? So *if* the Balldos were fostering a child in 2009, and *if* those dates refer to when reports were filed, rather than when a child was taken, maybe the 2009 one is just automatically linked to them and included here (possibly by accident?) because they were the foster parents of a child in the system. If it was a foster child, a less innocent explanation could be that the child made negative comments about the Balldos, or the CPS worker was concerned about something.
