It already has; until there is a draft it's on the back burner. No President won re-election by instituting mandatory conscription (as of yet).

Personally, I've refrained from making historical comparisons because I believe we're in the middle of history. We won't get a Caesar, a Khan, a Tepes, any of that. We'll end up with someone that other people are compared to centuries from now, not the other way around.

We will get someone similar to Gorbachev; a bureaucrat who does everything by the book no matter how much of a disaster it is, and that's when it falls apart but if we're really unlucky we'll also get a Yeltsin; an intoxicated meatpuppet controlled by a shadowy cabal but one who will know his VP's name.
