I believe no SS agent has ever had to fire his weapon in defense of the protectee. So I'm sure like was mentioned above he hesitated when he shouldn't have because in his mind the odds that was it was some local leo being where he shouldnt rather than an actual assassin. Photographers call it "chimping:" blasting away with your camera at anything that looks interesting in the odds that eventually you'll get a good pic. Modern digital cameras have fast frame rates and bottomless memory cards to accommodate this.
