I think she might be referring to The Kitchen Counter, which is more or less right next door to her and serves burgers and ice cream. It's at 501 W. Main; her apartment complex is 405-407 W. Main. It's technically the next block, but it's basically right there and basically right next door. The menu seems about right.
Assuming that's the correct place, let's review prices for these menu items. All prices USD:
single burger: $7.00
double burger: $9.00
* add $4.00 to either price to get the meal deal, with chips and a drink
* fries are $5.00 for a regular, $7.50 for jumbo (they seem to refer to large as "jumbo" menu-wide)
small soft serve: $3.00
regular soft serve: $4.00
jumbo soft serve: $6.00
1 scoop hard ice cream: $3.50
2 scoops hard ice cream: $5.00
3 scoops: $6.50
Why did I type out all of these prices? Because Stephanie's rent, which she has often not had on hand, is $13.00 dollars. Have fun playing with those menu prices and figuring out how many times a month she pays $13.00 for food at this joint. I don't know what her local sales tax is, but I do know that I can look at her and guess that she's not getting singles or smalls. Living alone hasn't been good for her weight gain or her financial (mis)management skills.

Also: yes, Siggy is fat. If someone pointed out-- as they apparently did-- they were just answering the question honestly. She overfeeds the cat and doesn't engage with her enough to keep her active. Just buying toys isn't enough. You have to interact. And, speaking of Siggy, you know that the maintenance worker reported the spilled litter to management, and they promptly entered it into her file.
