A guardian ad litem is not strictly speaking a lawyer for the child, but a representative who must act in the best interests of the child, even against their will if necessary. If either parent were capable of acting as such (and by definition by appointing the GAL the court has clearly determined that neither parent is fit to make these decisions for the child), it would be the parent making these decisions.

While a GAL is in fact usually a lawyer, that isn't necessary, and they are not acting as a lawyer but in loco parentis, that is, in the place of a parent (since the child has no functional parents). In some places, in loco parentis is even part of the title.
