Seems very strange to me that CPS would "resolve" the case with one of the children having tested positive for cocaine.

There's an additional possibility.

He convinced April to take the fall for the drugs - since it was her cards that were found with the coke. She can get away with a lesser sentence, he gets to keep the kids, and he works out a deal with her like getting the second house or receiving a salary or something like that.

April is young, dumb, white, and pretty for Minnesota backwoods. She can easily play "I'm a mess because I was going through a divorce but now I'm getting my life together and I'm over the drugs".

I can't remember where I saw or heard it, but someone made a very good point about school starting soon and that seemed like a good starting point to start thinking about resettling their kids to a new normal, if they're to return to their parent's home with conditions. I don't see the kids being taken away permanently. Our jails can't hold every addict. Imagine if we had to permanently rehome every child found to be living with a parent with an addiction after being caught the first time. Temporarily removing them and then placing them back conditionally makes much more sense.
