It predates the Cold War, since I know it was the justification in the immediate aftermath of the Second World War for precisely how much of Eastern Europe Stalin got to enslave. So much for "muh Poland," eh, Limeys?. He also blathered on about Ukraine being in the Russian "sphere of influence" which is some very old-fashioned Cold War thinking.
I don't know if that's the actual origin of the term, but it does go back to at least 1944.
