I agree, most people just vote for one party but that is not everyone. Hell, a few years ago a Democrat won the Senate race in Alabama of all states.

Moderates by and large decide elections. This is why we usually swing back and forth between parties, as moderates say 'the DNC had their chance, now the GOP gets their chance', why extreme presidents almost never win, and why congress almost always ends up purple, and if it doesn't, it's usually the opposite color of the president. It is intentional voting by moderates because they believe it's the safest course of action.

it's not _all_ of congress each election, some seats go at different years
that's why pundits look at the inside baseball of "how many seats are up that are gop vs dem" and so forth when prognosticating about the next election's outcome
