Scales to check the weight of what they've been sold. Never trust a dealer's scales. While baggies could be for taking small quantities out and about, we know the Rekietas have bullets and vials for that purpose.

Scales can be used for a lot of hobbies, including cooking, baking, ammo, Legos... pretty much anything in sufficient volume. The problem becomes when said instruments are covered in cocaine residue, as the police have stated was the case with Nick's paraphernalia.

Yeah, scales are used for an enormous range of hobbies, as are baggies. Plenty of people own milligram scales for legitimate hobbies because it's a more accurate way to measure things and it eliminates waste of expensive ingredients. They tend to keep their scales calibrated, too.

I'm a gardener and almost all of my small packets of seeds (who needs hundreds of one type of seed if they're not a commercial grower) are in the same size baggies as drugs are sold. People who sell homemade jewellery at markets tend to package them in baggies, too.

The possession of scales and baggies means little on its own. The context means everything.
