I find the photo weird in general

To be fair, Loomer is the type of whore who will act like this to any influential man when there's a scene she wants to be influential in. There was a really funny video from when she wanted to get into the alt-right where she cornered Mike Ma outside a bar, an author and famous personality in those circles, and stood exactly like this with him while begging him to have sex with her. Literally saying "Mike...I'm jewish so they hate me, I have a high iq you know...our baby will be really smart." I can't find the video on youtube though, I hope someone here has it.
I think it's far more likely that once she got into a position where she could be near Trump events, she decided to start doing the same shit with him, and he may not even have slept with her, but just the fact that he hasn't pushed her away when she does this is what makes her feel like she can bully around other women now. There's no reason for Trump to cheat on a literal supermodel with one of the ugliest butterfaces I have ever seen.
