What I think is trying to be conveyed is that Democrat turn out is looking to be less overall. Whatever the percentage of that decrease is assumed to be people not requesting a mail in ballot because they are going to vote in person, is still implying that there is a significant percentage that is switching sides or not voting at all.

Putting it into hypothetical numbers, let's say 10% are choosing to vote in person, that's a 5% excess that represents a loss in Republican votes versus a 18% decrease in Democrat votes And that assumption favors the Democrats, since it's assuming an even split in those opting for in person voting, where as Republicans would likely have a larger amount of their decrease being voters choosing to vote in person instead of not at all.

In fact the current County Executive Bruce Blakeman is a republican. I always thought the county was a democratic stronghold considering its only around 51% non hispanic white. In fact, the county recently (or I think tried) banned TIMs in woman's sports, bathrooms, etc.
