While I understand that it's often intended to foster goodwill and mutual cooperation amongst our allies, it comes at the expense of neglecting the needs of the average American citizen.

I think the US needs to be more selective with foreign aid and not just dish it out indiscriminately like a mother bird feeding its young. Too many countries now expect handouts from the US and we spend more money when we should when we have citizens who need - and would benefit from - the support more if it wasn't for misspending and corruption. To be more succinct: There's too much waste when it comes to any government entity and its spending of public funds.

What constitutes as a "mass shooting?"

I could be wrong, but I thought I once read here that the term has been (re) defined to be any shooting involving 3 or more people so that nearly any shooting involving multiple victims can be classified as a mass shooting and fan the flames of hysteria related to them.
