A lot of the issues from Katrina were caused by New Orleans itself being full of corrupt and incompetent people (I wonder which party controls that place...)

But it sound more likely to me that the company didn't like the Kamala visit and forbade their franchisees from using their locations for political purposes. They then find out about the JD visit on TV, and phone the Franchise to tell them they cant do it. This might have been an existing rule and the Kamala visit managed to slip under the radar, but something feels off to me that makes me think it wasn't malicious.
