An ADIZ is also not US airspace, it's more or less an area that the US says "we don't want you going here". The US will scramble fighters to intercept planes going there but if they shoot down the Russian aircraft that's absolutely an act of aggression in international airspace because it isn't actually defending any US territory.
That's why China and Russia similarly do "cute" hijinks against US and allied airplanes in international airspace rather than try to outright kill the plane. China for example dumped chaff into the intake of an Australian submarine hunter and Russia has dumped fuel onto drones in the black sea. No one wants to be the one that shoots down a plane of a near peer rival in international airspace.
There's no legal right to shoot down planes in an ADIZ and it's completely different from Turkey shooting down a plane that entered its airspace.
