Why Did Portlands Drug Policy Fail?

I have been making antidrug posts recently, but I'm open to the pro-legalization side of the argument, so could someone explain why Portlands policy led to horrible results when legalization was supposed to fix the problems with drugs?

The way Portland looks now would make one think that they never had laws against drug possession to begin with.

The city has so many homeless now that if the city actually prosecuted every tweaker that was holding hard drugs, their court system would collapse. The legalization of drugs wasn't meant to reduce drug "use," but instead to reduce "harm" and also reduce pressure on their courts and dwindling law enforcement.

How did the city get so many homeless people you ask?

There was a pretty decent MSNBC documentary back in 2001 that answers this question (this was back when MSNBC somewhat resembled a news channel). It's called "The Runaways."

The film explains that many of the drug-addled homeless in the city are from out of town. In the late 90s / early 2000s, Portland became the west coast capital of Mexican black tar heroin, which was smuggled over the southern border up I-5 to Seattle. This coupled with Portland's "tolerance" and "bohemian vibe" made the city a haven for drug users, many of whom would leave their hometown to come shoot up on the streets for cheap without being bothered.

While drug possession in Portland was still illegal in the 2000s, Portland also further enabled junkies by being one of the first US cities to have a taxpayer-funded needle exchange program dating back to 1989 (this had to do more with the AIDS epidemic, as many homos like to use IV drugs as well.)

In 2016, the city legalized public camping, although this was only because the streets had become absolutely inundated with tweakers by this point and trying to disperse them all without the National Guard would be impossible.

Portland also has a sizeable population of gullible shitlibs, "progressives," and commie faggots who don't believe in anything resembling "agency" and continue to give the bums gibs because society is bad and nothing is ever anyone's fault. These retards will even show up and try to disrupt police clearing out encampments on routes where children walk to school.

In short, Portland has a long-lived reputation for being a place that caters to junkies. Their "harm-reduction policies" have made the city attractive for losers, bums, and other subhumans who can be an degenerate public nuisance and get gibs for it.

Their "drug legalization" efforts were meaningless because drugs have essentially been decriminalized since the 90s.

portland didn't legalize most drugs, just decriminalized small amounts of them. selling/producing is still a crime. people who need to commit a crime to get a rock of crack are more likely to commit other crimes.
Heroin used to be in drug stores as cough medicine and big cities then didn't have the same problems portland does now.

Big cities back then would incarcerate niggers for stealing a sack of corn. Nowadays niggers get out on "no cash bail" aka they go free.

Cart before the horse thing. Divert drug offenders into treatment programs--what treatment programs? No time to set any of that up; decriminalize first!

Drug legalization will only work if:

1. The (freshly french revolution 2.0 cleansed) government owns and controls the supply of drugs and monetizes it.

2. Any and all illegal drug operations are punished with the death penalty if they involve things like fentanyl or heroin.

3. Anyone who commits a crime while under the influence or in order to acquire drugs is placed in a mandatory addiction treatment which would functionally be a jail.

4. Niggers are called out for being niggers and the Jews are exterminated by mecha-Hitler.

My problem with the get them treatment argument is that drug addicts have to be compelled to get treatment, and the drug legalization crowd is against mandating treatment like the Taliban did, so they end up never getting help for their drug addiction. I also recall hearing that over 50 percent of people who went to drug clinics repeat using drugs after going to them.

If people can ""responsibly"" do drugs in their own home without bothering others (which plenty of people can and do) I see no reason why they should be illegal. Homeless junkies who fuck up entire city blocks should be arrested and/or thrown in a ditch somewhere.
