Like in all bureaucracies you can pass the application with flying colors just because whatever paper pusher nursed a hangover that day and didn't pay attention. DSP passed his bankruptcy despite it being a complete joke, Chibi's not some high-stakes millionaire with possible criminal ties nor a wog, he's a delusional sucker and who wouldn't want somebody like that to break their back paying their taxes? He has record of working for AT&T, proving he's OK with being a wage slave.

Japan already gives construction work visas to SE Asians for jobs no native wants to do.

The better question would be, how would they react if they did stumble upon Chibi's thread/history?

I know Japan has a big thing about social etiquette, but from limited exposure to their TV shows they also seem to absolutely love cringe.

There's a meme video that does the rounds where a black guy is working for an Asian business and he asks the old lady what her nickname for him is and she says 'suupah neegah'. That's the level of awareness I expect Adam to be on (except nobody is going to be calling him super anything).

Watching TIHYDP Tekken 8 made me realize that "Paul's" hair is very similar to what Chibi currently has. Will he cosplay as "Paul" in the near future? Or he already did?

Paul is way too much of a hotblooded tough guy for Chibi to even look at. Way too much confidence.
The characters Chibi seems to cosplay are either generic pretty boys or "totally me because they had bad things happen to them" characters.

That would require him to go to the gym and do more than harass the teenage girl working the smoothie counter. If he cosplayed as a fighting game character it'd have to be one of the freak picks like Voldo, or maybe he'll go for Dhalsim and the Black(face) Adam arc will be born.
