My conspiracy theory of choice is that while storing this much data and "fusing" it is absolutely possible (for reasons you just explained), actually going through it is still very difficult, even when you account for man-hours across the entire organization, unless you specifically get flagged. You can't know for sure, unless you get arrested I guess, that they're watching you -- but at any given moment they could be. So while they absolutely have everything they can on everyone imaginable, barring active targets they're not really looking at it. And even if they are, they're not doing a very good job at it given the "on our radar" meme (among many other "how wasn't this caught sooner?" types of cybercrime, including ones that can't be construed as "let it happen" stuff like fincrime).

But I actually think that these organizations absolutely benefit from people knowing that they can look at any time, and I really doubt in hindsight that these agencies care that much about the Snowden leaks. The leaks create an effect very similar to the "panopticon" prison setup where every single cell is in line of sight of one singular lookout point, and in which the prisoners can never know if their cell specifically is the one being watched at any given moment. In fact, if I wanted to get really conspiratorial about the agency leaks I'd baselessly suggest that Snowden is still the US, is only a fugitive as part of political theater, and his leaks were part of a limited hangout to rile up the schizos, needlessly paranoid types and the reasonably paranoid types and foment an underlying culture of total and absolute surveillance-induced paranoia.

But going that far isn't necessary, because I am convinced that the leaks benefited the apparatus in hindsight even if they themselves thought otherwise at the time.

The question is, even if a supposed story like this came out, would it actually change anyone’s minds? Would anyone even trust it? With republicans having a record turnout for early voting, would it even make a dent? Maybe the lowest of the low iq retards will believe it, and some shitlibs, but those were already against trump anyway. It just seems like a desperate reach for an ounce of power.
