They sell in ounces. Asians buy this stuff in 30 to 50 lbs bags. Rice is a water-intensive crop that needs high humidity. California is--at best--a temperate dry place. That's fine for root vegetables and trees, but not if you need to have stagnant water to surround rice plants.
California has tons of rice, though nothing on Arkansas' rice plantations. I swear, once you leave the mountains, half of Arkansas is just rice.

California climate is fine. You can time the planting to use the spring rains to minimize irrigation, and rely on the clay soil to hold the water. A few inches is plenty. Moreover, California grows Japonica rice, which really likes the Central Valley climate, and also uses about a 3rd less water than most other rice strains. That's most of the US export crop.

If food wastage was lower, overall demand for food would be lower. Demand for food is higher because so much is wasted. Higher demand -> price rise.
