Government power confers status in the form of market control. Status and influence are valuable commodities. Wealthy and powerful people love to have people with control over the market in their back pocket. Saying "the government is evil" doesn't do it justice. The government is evil even if the people running it aren't explicitly malicious. As long as everyone JUST does what they're incentivized to do, things will get worse. It's an inherently perverse incentive.
The kicker to this is Trump tried to do exactly that, that is why he has decided no this time. Because they fucked with him, he decided to let that slide and then they fucked with him again. And then they fucked with him a third time to the point they tried to kill him. At some point enough is enough.

I think that being pro-institution doesn't necessarily need to be "pro-government", as one can easily support institutions that aren't govt controlled; ex. the church or other religious institutions, or community groups or whatever.
My vote is that he suddenly starts being a very (U.S. specifically) government skeptical and uses his newfound 'skepticism' as proof he is somehow centrist.
