I think intercontinental refers to the maximum operational range. Bullshit. For 70 odd years the West has developed an advanced system of ICBM detection. There is no way, with all the nuclear saber raddling Russia has been doing that the West isn't looking at Russia closely. If NATO says it wasn't an ICBM it wasn't one.
