I just wanted to make a general observation: I think this incident is going to have more of an impact on the US and the entire world than the outcome of the election or any future elections.

The dude practiced methodically with that suppressor so that he could manually cycle each round calmly and efficiently. He knew it would not cycle with the DIY suppressor.Pretty sure it wasn't cycling with the suppressor. If that's the case dude pretty calmly handled 3 consecutive malfunctions in the middle of a hit.
Not a pro, pros don't really exist in the civilian world, but he pretty much nailed what he intended to do.

I doubt it. The way this guy is operating the pistol seems nothing to me like it's a welrod or a modern day variant. A few notes about welrods. They are a bolt action pistol. The casing is ejected from the bolt housing which is what you need to manually pull back to reload. The bolt housing locks in a forward position and stays there, I've looked at a bunch of modern equivalents and they all look nothing in operation like what this guy was operating.
What I think is happening.
Guy operates the pistol well enough to likely know about subsonic ammo. Issues with subsonic ammo is it provides less back pressure for cycling a pistol which the suppressor also causes. Whether this is a home made suppressor or something he acquired, not all suppressors work great with all ammo types. While watching the it appears this guy isn't simply releasing a slide bolt that's locking to the rear, he is pulling the slide significant distance to the rear. As if he is not getting a full cycle and/or the slide is coming down on an ejecting shell casing. At one point he has to actually clear a jam which point more to a modern pistol misoperating.
You can also add to this being a cold morning which would also potentially further lower gas pressure.
What happened was the woman made an offhand comment (on the phone to a gov consultant or whatever, not a literal dr. Not sure where this narrative comes from. Maybe it sounds more salacious if a doctor said it?) that she "couldn't go on like this any longer" in reference to not having her accessibility accoutrements installed in her house as a disabled veteran in Canada. The representative was probably half checked out (what the fuck can they do??) and heard one of their flowchart phrases "can't live this way, can't keep going, can't live like this", etc, her ears perked up, and replied with the offer of assisted suicide. It's like the McDonald's coffee thing. It's simultaneously as bad as and not as bad as people say it is. Very weird country, I will say.That was specifically Veteran's Affairs. They've got a long history of treating their veterans like shit. I wouldn't be surprised if it wasn't even a doctor who suggested that to the woman, if it actually happened.
There's no one going into a doctor's office asking for help getting a chair lift and being asked by their doctor if they'd rather kill themself instead, the program just doesn't work that way. The doctor would have literally nothing to gain by trying to offer suicide in cases where other options made more sense. There's no incentive, and the MAID program requires multiple assessments and wait time over months so if it was a lazy doctor they'd be making more work for themselves when they could just fire the patient. I understand people being concerned the program would be overused, but the nonsense some people come up with is tiresome. Doctors aren't handing out signups for suicide with flu shots.
I don’t trust various security camera stills from various angles, but he could have been smart enough to get other guys to use whatever IDs or devices he had to ensure they had conflicting images and attempt to send them on a wild goose chase.Unless I missed something, I refuse to believe this is the same person. SUBSONIC 9MM AMMO IS STANDARD PRESSURE, IT CYCLES ALL 9MM SEMI-AUTO PISTOLS JUST FINE, I WOULD KNOW, I HAVE SOME ON HAND.
The Subsonic rounds are Heavier than standard ammo, the rounds are slower at the same pressure because the fucking bullet is heavier.
THE GUN DID NOT CYCLE BECAUSE THE ASSASSIN IS A FUCKTARD WHO DID NOT USE A BOOSTER FOR HIS CAN, AND DID NOT CHECK TO MAKE SURE HIS EQUIPMENT ACTUALLY WORKED PROPERLY.
Most semi-auto pistols (pretty much all, honestly) use the Browning style tilting barrel lock-up. This means that the barrel is not fixed to the frame of the pistol, it has to move a bit with every function of the pistol. When you hang a long, heavy object off the barrel of such a pistol, it tends to interfere with the operation of said pistol. What is required is a "booster" which takes some of the wasted gasses (which are being trapped and cooled by the suppressor) and uses that energy to help cycle the pistol with the extra weight on the end. If your Browning style lock up pistol does not have this booster, its going to be a bolt action pistol as there is not enough energy to cycle the weapon with the extra weight on the end of the barrel.
Pro Tip: 45 ACP is already a subsonic round, which is why they're so popular to suppress, you don't have to look for "subsonic" ammo for them, as the standard .45 ACP load is well under subsonic.

They also “found” a cellphone near his citi bike, which I think was done on purpose. It might be a phone with misleading data or it was just a burner with nothing but some totally random guys fingerprints.
I might be giving him too much credit, but he obviously understood how cameras and devices were going to be used to try and ID him and it could be used to his advantage. A hostel is a great place to meet broke young people who will do odd things for you for free or not much money. Any junkie in NYC would wear a mask, put on a backpack (with your burner phone) and use a CC to buy something for if you paid them $50.
He may have also had friends assisting him, knowingly or not, with the plans. You could find a few smart, trustworthy people also very keen on striking a blow at the health insurance industry, esp if one guy had volunteered to do the hard part and you were just asked to help with logistics or disinfo.
