It can take days to get a warrant to triangulate the phones location over that week. I guess of interest is the shooter was on his phone to someone 15 minutes before the shooting happens. This somewhat lends credibility to him perhaps having someone that was feeding him information.

Now that "someone" could either be someone within UnitedHealth itself or a handler/hacker who has paid for location information of the CEO (yes - this is a thing, you can pay for location information for people if you know what you're doing and depending on what device they're using)
