The solution to this problem is to build services that themselves can operate, like bitcoin, in low trust environments. That is one goal of current work on smart contracts and distributed organizations.Even if someone published an ironclad, open source, publicly transacted service that distributed files based on blockchain ownership, if that service ever shuts down, it's all gone again. For this to really work, you'd need it to be working in a high trust social environment, which isn't where we are at right now.
Let's see if Biden is willing to go that far or not, the ground work for such things has already been laid.

The insurance companies HATE anything that even suggests healthcare without going through them. They tried their darndest to kill health share ministries and succeeded in getting it so basically no new ones can ever start.The funny thing is, I distinctly remember some of the small companies around me being self-insured 20 years ago. They'd put up money and have one of the insurers administer the plan since they already had the infrastructure in place to handle the paperwork.
Given those same companies no longer do that, I'm guessing the ACA fucked that somehow (whether due to unsustainable costs or bureaucracy).
