Unless Brazil has some pretty fucked up regional exclusives I don't think it counts.I don't know if it counts as browsing but the Sega Megadrive had Meganet which could let you download games or some shit. edit: in japan and brazil
Just in regard to Internet usage generally, in terms of trivia, I think the first to allow Internet usage at all was the GameCom (I think it supported email and stuff), though Atari 2600 had some kind of Internet-ish...thing. I don't remember the details.
Many consoles had some type of weird Internet-like capability, like SNES' Satellaview. Usually it was just for online play until Dreamcast. Saturn had some online features, but only in Japan.
