Unless you force private companies to send ALL post, no matter what is in it or who sends it, then it needs to remain under the gov. Correct, Spartan citizens were born, not made. Part of their eventual downfall, they ran out of citizens. On the other hand, the Founders liked the whole constitution, balance of powers, and rule of law thing, so Sparta was a big influence on them.
