I guess you got a point. Maybe it’s just me, but I’ve always felt that Luffy is a little too trusting of people that are nice to him and his friends, and I thought that somebody somewhere would use that aspect of Luffy’s character/personality against him at some point. Loki looks to be the kind of guy who could do that.
He’s not. Oda never has Luffy interact in that way with people that are like that. Or in any way bad. It’s very clear Loki has been setup or there was a good reason to kill his dad.
There could also be a good reason why he’s chained to a tree.
Apparently it's because he killed his dad to get a powerful Devil Fruit, and with or without Shanks' help, they managed to entrap him to tie him to the tree. So something's up when it comes to Loki himself, and Luffy may be thinking the same as there's no way that Loki would know to use food to gain his trust.
But it could also be Loki saying whatever he thinks will get somebody to set him free. And that could be bad news.

This is most likely about right. It would solve Loki claiming to be the sun god on two layers. It would let him replicate the Nika fruits power but it would make his powers based on his imagination much like the actual Nika fruit.
Well remember, even though it felt out of character for Luffy to refuse any explanation, he attacked Zoro when he thought he killed the "nice people" at Whiskey Peak.
