Haven't caught up with the thread yet, but that is not an officer's name. The dispatcher is reading off a BOLO with the description of the suspect and vehicle. It's possible that is the registered owner of the vehicle, or they might have just had the wrong suspect info at the time. The shooter was later ID'd as Lyons.

Around the clock armed security is not cheap. The pr1ce goes up if the person they are protecting is a target for violence.

If a security company has to pay an armed, trained guard $25 to $35 per hour, they are going to charge double at the very least (payroll tax, health, overhead). So $13k per week does not surprise me at all for around the clock protection. Even in my line of work and analyst is charged out at 3.5x what they are approx paid.
