As a tourist who doesn't watch anime past sailor moon and dragon ball when it's on TV, I find the discussion about "it's so hard to tell if this is loli bros" confusing and suspicious. None of the examples you posted itt while discussing it are hard to tell at all. They all looked like drawings of underage kids. I am not here to argue, just want to tell you, if you HAVE to wonder, it's probably loli, and you are probably staring the issue from way too up-close.

Consider consuming media that is not so pozzed, as this will help you see things more clearly.

I remember the "Cosplay =/= Consent" was a way to raise "awareness" of creeps in the anime community but all it did was divide the base and cause more issues that helped lead to Weeb Wars. I kinda wonder if lolicons weren't brought up as an issue because it either wasn't as wide-spread/noticeable like now, or it was always an open secret but personal fee-fees and thirst for consluts took top priority, or it was a way to distract from the real problem of pedophiles infiltrating the community.

I'd say a little of A, a little of B, a little of C. Everyone has their own reasons for not talking about the lolicons. As for at the time, I wasn't there really, but I'd say just from what I've gathered, it was really focused on one particular area. And anime is full of autists, so hyperfocus kicks in.
