This YouTuber, at the end of this video, addresses the "hurricane gun" that the U.S. government allegedly has, and wonders why it hasn't been used here, not yet anyway.

I'm not familiar on aircraft but I do know that, instead of depending on winds at the very surface, it instead depends on the wind direction and wind speeds at the specific height they're flying at, which would probably be only a few hundred feet above the surface in the case of firefighting aircraft. Someone else more knowledgeable can hopefully give a more exact answer.
