Because ATF also contains the Federal Arson investigators. Fire and Explosives got migrated to them from DOT back when Homeland Security was created. Maybe even before that. We used to get ATF lectures and training materials on Arson and recognizing explosive devices all the time back in the late 80's-early 90's. Fire is a weird one as a few Federal Agencies have their own Fire Labs and Investigative services. ATF, DOT, FAA, Forestry Service etc.

I've lived in high fire risk areas for almost two decades. Despite this, I'm really struggling to find any sympathy for Californians right now.

If a nation (and I consider California to be as much of a nation as Canada, it has a population on par with Canada, a land area on par with Japan, and a fledgling national identity that comes from both its geographical isolation sitting at one end of flyover country with an insane ideology to form around) is so fucking retarded as to allow its forests to turn into a tinderbox, something completely predictable

In Australia, there are regular hazard reduction burns outside of bushfire season in order to help reduce severity of future fires. Despite the best efforts those tasked with this role, even this isn't enough to prevent at least one huge and devastating fire hitting somewhere in Australia every summer.

Many people living in high risk areas have taken protection into their own hands. It's common for homes in such places to have their own water tanks, sprinkler systems, fire hoses etc. Some homes even have their own fire bunker. In most cases, this equipment was installed on high risk properties before government mandates were introduced (which have come in since the Black Saturday fires of 2009).

If Aussies showed as much apathy as Californians when it comes to fire safety, we'd have no hope.

I'd so far as to suggest that California has been asking for it. Their water resources have been mismanaged for decades and they've imported thousands of trees that are (a) extremely flammable and (b) from a country that is notorious for regular bushfires with said trees being the ideal fuel.
