I'm just going to assume you're actually fucking retarded and not malicious. I will explain this to you in as terse terms as possible since I see this awful line of thinking a lot:
Child porn is of children, prepubescent people who should not be sexualized. Children who engage in sexual activities too early often end up with long term
mental illnesses, damage, or unwanted pregnancies that they cannot handle and should not be forced to handle. Often times children are too stupid to fully comprehend the exact nature of what they're doing and the consequences of such, so we as a society put barriers between sexually mature individuals and those who are not sexually mature as a way of protecting the immature from being preyed upon for their ignorance, thus allowing them to make informed decisions once they reach an age of full sexual maturity, along side some wisdom, ideally.
Child pornography's production involves engaging children in sexual activities. Child pornography's consumption is more often than not a sign of wanting to do these things, which is behavior that must be corrected so people don't end up having sex with children and hurting them. Even if someone just consumes Child pornography alone, they're still engaging in an unacceptable social taboo that could involve into real abuse. Furthermore, child pornography, when monetized as it often is, proliferates a market demand for this kind of content when it is purchased and consumed, giving financial incentive to corrupt individuals to harm children. The consumption itself is a sign of defection and, through some mean, should be countered and cured.
Given the circumstances at hand,
if its true he was blackmailed, he was an immature individual taken advantage of and, while under duress, did something heinous. He is a victim just like the children he masturbated to, and the extent of blame on him should only exist in relation to his ability to reasonably maneuver out of the situation with grace. In all likelihood though, this is probably a lonely, terminally online 15 year old who has poor exposure to the world, a poor or non-existent social support structure, a poor understanding of sexual and romantic relationships, and a lack of parental knowledge of his romantic and sexual life to aid in the process of a healthy boundaries and aiding him when he is being abused. However, this is a judgement call with no information and only a court could make a reasonable judgment on a topic like this. Given the lack of information, it's improper for anyone here to pass significant or sweeping judgement on the 15 year old for what he did given the information at hand.
However, on topic again, the idea that someone younger is okay to consume child pornography because of a similarity in age difference is a very corrupt form of morality that takes the exception provided by
Romeo & Juliet laws to protect adolescence from severe statutory rape charges for normal, but frowned upon and discouraged, behavior and enshrines it as some kind of moral axiom and completely misses the point of said exception.
In simpler terms: The exception to the rule that we don't punish similarly aged young individuals for engaging sexually with each other should not be seen as a encouragement of similar behavior in regards to sexual norms as a whole. We merely have it so people's lives don't get ruined when they're younger.
Finally, the thought of a 15 year old consuming child pornography is particularly abhorrent for something you probably have not thought of: younger individuals have a greater ability to be influenced sexually during this time in their lives due to finishing out the process of sexual maturity. Consumption of child pornography could end up with the individual developing a pedophillic paraphillia, thus creating a new pedophile in the world that we all have to worry about. For the sake of everyone's children, the rest of society who has to prevent this, and the unfortunate new pedophile themselves stuck with this sickness, behaviors that create pedophillia and enable it must be stamped out.
Norms that permit this normalization and behavior cannot be allowed to fester and misinterpreting the purpose of the exception provided for those who are in an age bracket of dubious capability to engage with each other to further that normalization is behavior that can, and will, lead to malicious actors getting away with harming of others. It must not be permitted under any circumstance.
