I could see this being a contributing factor for Andy becoming the little stain he is today.
He's not enabling Andy, though... He fights Andy on every point. He tells healthcare people Andy isn't autistic, point-blank. He tells every authority figure to not send Andy back to the house. He's tried to legally get Andy removed. He doesn't pay for Andy's diapers. He doesn't even give Andy rides, unless there's a third person in the car. He even tells urologists that Andy was molested, so they know his incontinence is psychological, and not physical.
I mean "enable" in the loosest way I can. Just talking to him and letting him live there previously is too much. This kind of disaster is something you get as far away from as you possibly can. Don't even fight them on anything, just completely stonewall and ignore.
Me too, would even top the time someone convinced Lucas Werner to fly from Spokane to Cali to meet an 18 year old woman who was besotted with him and his 1840's thinking on how families and age of consent laws should run in modern America, she also told the 11 months homeless buffalo with failing kidneys her parents were cool with Lucas living with them (in their palatial estate) until he found a job, sadly for Lucas the only part of the entire tale that was actually true was the one way plane ticket, watching him stutter around skid row for 18 hours was pretty funny, only made better by the fact his rants usually contain a heavy heavy sprinkling of garner words that in tiny Spokane he rarely gets called out on but LA was a different beast entirely. He had to beg his mom for a greyhound ticket back to Spokane, I feel sorry for whoever got to sit near him for that journey, he stank of piss when he left Spokane and hadn't washed in weeks, then adding a couple of hours flight and day and a bit on the streets of LA and the anger he must've had when he worked out it was all a ruse, he like Andy pisses his pants without realising due to untreated diabetes and kidney issues, whoever drew that straw has my sympathies, I had to check but it's between a 37 and 42 hour journey.
Most likely Andy needed it at one point, got over it, but complained about his back or whatever until his doctor re-opened the pharmacy. This was most likely done so Andy could have a case when he says 'I'm in pain, I need someone to help me take my meds."
One thing about Andy is that he never gives up. I expect him to go back into full swing sometime soon.

It looks like the "searches" are joke posts from this reddit thread. More interesting is Andy's response, which implies that he has been searching for stuff about children's playgrounds and how to get away with murder.
