Go back to smaller, family owned farms; offer free produce to the locals to have their kids do the picking.
I really wish there was a way to make everyone's backyard yield at least a little something, and the community could come together to assist in all aspects of the scenario. There are a lot of urban areas that have community gardens and a People's Orchard was recently planted in my area - expanding, and perhaps even subsidizing via reduced property tax, could help tremendously with not only food security but the sense of interconnectedness required to maintain a stable society.
Also, if we here in the bughive have to deal with the sounds of thumpcars, I vote to allow for all residents with a lot of X square feet can have chickens. A neighbor had one, and I do miss hearing the ol' cock-a-doodle-doo with my coffee in the early morning before the nogs started moving around. I want one, too. Gonna name it Sparkles.
